Overview

MEPPI’s Transportation Systems Division (TSD) is seeking a skilled and detail-oriented Buyer to procure materials and services that support TSD’s P&C, HVAC, and Rail Services operations. In this role, you will source and qualify suppliers, negotiate contracts, ensure on-time delivery, administer DBE and Buy America requirements, and support continuous improvement of procurement processes. Your work will directly support the reliability, safety, and performance of MEPPI’s transportation solutions.

What You’ll Do

Source & Qualify Suppliers: Identify, qualify, and evaluate suppliers based on price, quality, and delivery requirements. Obtain quotations and negotiate terms for materials and services supporting TSD production and Rail Services.

Monitor Supplier Performance: Track supplier delivery, quality, and pricing performance; expedite orders; resolve late delivery issues; maintain performance records; and contribute to quarterly Supplier Scorecards.

Ensure Contract Compliance: Communicate customer-specific contract terms to vendors and ensure flow-down compliance.

Manage Vendor Relationships: Serve as liaison with suppliers to forecast needs, determine order strategies, and maintain performance. Support supplier capability through site visits and relationship building.

Review Procurement Documents: Review requisitions and computer-generated purchase orders for accuracy, compliance, delivery timelines, and closure requirements.

Analyze Market & Specifications: Use technical diagrams, specifications, and market data to determine best-source procurement strategies, including domestic and international sourcing.

Support Quality & Inspections: Coordinate pre-shipment inspections, corrective actions, and quality issue resolution in collaboration with MELCO and MEPPI Quality groups.

Process Returns & NCRs: Negotiate return terms on defective materials (NCRs) and coordinate transportation for material returns.

Execute DBE & Buy America/State Sourcing Administration:

  • Track TSD’s DBE performance on assigned projects
  • Complete monthly tracking reports for submission to customers
  • Evaluate DBE suppliers as qualified vendors
  • Monitor subcontractor compliance with customer vendor-requirement programs
  • Develop recovery plans for DBE shortfalls and present recommendations to management
  • Support Program Management on vendor compliance issues
    Support Continuous Improvement: Participate in improving procurement policies, procedures, and sourcing practices.
    Support Leadership: Assist Department Leads and the Supplier Sourcing Manager as needed on strategic initiatives.

What You Bring

Education & Experience:

  • Bachelor’s degree in Business, Engineering, or related discipline
  • Minimum of 5 years of experience in purchasing and/or materials coordination in a technical or industrial environment
  • Transportation, transit HVAC, electrical, or mechanical procurement experience preferred

Skills & Attributes:

  • Strong verbal, written, and negotiation skills
  • General knowledge of contract terms and conditions
  • Strong analytical and problem-solving abilities
  • Ability to read and interpret technical diagrams and specifications
  • Strong organizational skills with ability to manage multiple priorities

Technology Proficiency:

  • Developed computer skills with MS Office
  • Experience with MRP/ERP systems
